Self Hauler Registration
You need a Class 1 Self Hauler Registration if you or your business removes its own waste. This does not include construction and demolition debris.
All businesses can register as self haulers. If your business does not want to haul its own waste, it must hire a Business Integrity Commission (BIC) licensed private carter.

Each principal of the company must fill out a Certification Form. This form says all the information in the application is complete and accurate. It must be notarized before you send it in. You can find this form with the Class 1 Self Hauler Registration Application.

Each business owner must fill out a Release Authorization Form. This form lets the Business Integrity Commission (BIC) check the background of the business and its owners, partners, agents and workers. It must be signed and notarized by a principal of the company before you send it in. This form is also with the Class 1 Self Hauler Registration Application.

Business documents:
- Sole Proprietors using a Doing Business As (DBA) name need a certified copy of the Certificate of Doing Business filed with the County Clerk where the business is located.
- Partnerships need a copy of the current partnership agreement and Certificate of Partnership certified by the County Clerk where the business is located.
- Corporations need a copy of the Certificate of Incorporation filed with the Secretary of State.

Tax identification:
- Corporations need their Tax Identification Number(s).
- Partnerships or Sole Proprietorships need the Social Security numbers of each owner.

If the business is not incorporated in New York State, a certified copy of the Authority to Do Business Certificate from the New York Secretary of State is needed.

Legal documents: Provide documents related to any forfeiture, receivership or independent monitoring, such as liens or bankruptcy proceedings.

Tax proceedings: Provide documents related to any contested City, State or federal tax proceedings.

A non-refundable application fee of $1,000 is due when you file.

Permit fees:
- Class 1 Self Hauler Registration Application fee: $1,000, paid when you submit.
- Trade Waste Hauling Vehicle Registration: $400 per vehicle at the time of approval.

- You must renew your Class 1 Self Hauler Registration every two years.
- You will get a renewal application in the mail before your registration expires.

Fill out the Class 1 Self Hauler Registration Application.

Submit the original and one copy of the completed application with the required fee and all required documents to the License Unit at the BIC in person or by mail.

All principals must be photographed. Photos can be taken when you submit the application, or BIC will contact you to schedule an appointment.

After your application is reviewed and accepted, it will remain in pending status until a background investigation is completed.

You will be notified by mail when your application is approved.

Once you receive approval, call the BIC to schedule an appointment to get a registration order and pick up vehicle trade waste plates. You cannot operate until you receive approval and sign the registration order.
