Medallion owners have a license to own a vehicle that is approved by the Taxi and Limousine Commission (TLC) for use as a taxi. A medallion taxicab is the only vehicle licensed to pick up people who hail down a vehicle on the street, anywhere in the city. The number of medallions available in the City is limited by State law. However, a medallion is transferable by law and can be resold. If you are interested in purchasing a medallion you can find out if one is being made available for sale by contacting a TLC Licensed Broker.

The applicant must satisfy the requirements listed below before visiting one of the TLC facilities listed under Contact Information.
The applicant must be at least 18 years old to be an owner of a medallion.
The applicant must have a valid TLC taxicab driver's license. Please see Driver License Application link above.

List of Permit Fees.

  • The Medallion Transfer Unit will explain all of the City and TLC taxes and fees that must be paid to own a medallion.
  • If you are using a money order to pay the fee it must be made payable to: NYC TLC.
  • All licenses are non-transferable and all fees are non-refundable.

License renewal payments can be made online via the LARS (License Applications, Renewals and Summonses) System.
All other license types issued by the Taxi and Limousine Commission (TLC) require other individual operating licenses. For additional information about TLC licensing and requirements, visit the NYC Business Express Index, or visit one of the TLC Licensing Centers in person.
The applicant must comply with all prerequisites and process steps listed below. They can then visit one of the TLC facilities listed under Contact Information.
To buy a Medallion, the applicant must be prepared to pay a Transfer Tax of 5%, and choose to buy either a medallion or a share in a medallion. Buying a medallion is a very complicated process and it may be best for applicant to use a TLC licensed broker.
The applicant must find out where and how to buy a medallion. To do so, the applicant can speak to a TLC licensed broker. Brokers have a list of clients who are looking to sell a medallion or are selling shares in a medallion partnership. If the applicant is using a broker, the broker must be licensed by TLC, and the licensed broker will explain the purchasing process and provide the necessary forms. If the applicant chooses not to use a broker, the applicant will need to contact the Medallion Transfer Unit. Please note: The process is different for each sale based on whether applicant is buying as a, Partnership, LLC, Inc., Corp. or foreign business.
If the applicant will use a broker, then the broker must be licensed by TLC. The licensed broker will explain the purchasing process and provide the necessary forms.
Once the applicant has closed on the sale of a medallion, he or she will need to submit all necessary documentation to the Medallion Transfer Unit, located at 40 Rector, 5th Floor, New York, NY 10006.
